Promoting the Hugo Awards

The discussion on what Worldcons do to market and promote themselves has got cherylmorgan and I thinking about the difficulty of promoting the Hugo Award as the important award that it is. Individual Worldcons have their own priorities, and not surprisingly tend to focus on what will help their one and only one convention. They are less concerned about doing anything long-term, because it doesn't do their committee any good at all. Cheryl has written in more detail about this on the Emerald City blog.

I am obviously in a biased position, being the current Chairman of the Mark Protection Committee, but I'd be interested in hearing what others have to say. Would it be worthwhile to set up a committee to consider ways to promote the Hugo Award separately from the individual Worldcons that administer it?
