Westercon Papers Updated

Updated versions of the Westercon Official Papers are now online at the Westercon web site. This includes the minutes of the 2010 Business Meeting and the Bylaws/Standing Rules/Draft 2011 Agenda as of the end of Westercon 63 in Pasadena, and a link to the recording of the Westercon 63 Business Meeting.
